Roaring Moon is one of the Paradox Pokémon introduced in Gen 9. Roaring Moon is a dragon-type pokemon and is available in post-game and version exclusive Pokémon and is locked to Scarlet.
First complete the game to gain access to Area Zero in The Great Crater of Paldea, along with its Research Bases. In the building, you’ll want to head to Research Station 1. When you’re outside, jumping and gliding in the direction of a waterfall. Then you’ll just need to roam around the area until you come across Roaring Moon.
Alternatively: Research Station 3 > Take path left of cave > Enter a cave near the tree
